You will be able to find the item via your eBay invoice and/or the 'history' tab in PayPal.
If it's more than 60 days, then you will need to use the 'send money' tab in PayPal to send a payment to the buyer as the 'refund' link times out after 60 days.
I'm assuming the buyer didn't open a dispute through ebay/PayPal?
If not, you'll need to ask them for their paypal payment email address so that you can use the 'send money' tab and send a 'personal' payment. If you have the funds in your account, the buyer won't incur a fee to receive. If you need to fund with a credit/debit card, then you can select to pay the fee at your end.
